These scores are for a version of the GRE in which international students could score very high on the verbal section by studying (perhaps for a year) definitions and analogies and yet have limited working knowledge of English. And international students are more likely to apply for programs at the top than at the bottom.
The next chart shows just the mathematics portion of the GRE for a later version along with the percent female. The level of mathematics on the GRE is below calculus. To some extent, the exam is a test of logic and reasoning.
