Doubling of CO_2 Emissions in non OECD Countries.

Are the funds invested in heat pumps, EVs,....  worth it?  CO_2 emissions are declining in OECD countries but have amost doubled in the last 23 years for others.  But China and India stil have lower emissions per capita than the OECD as undoubtedly do many other non OECDs.
